New User Permissions Model
Currently, when assigning a user permissions in Smart Sites, checking the top-level box of a section means that the user will be able to add new sub-pages and/or sub-sections within that section. Many assume it grants access to everything in the section, but it does not.
On the evening of Sunday, February 15, we will be converting all users to a new permissions model. After the transition, users with access to top-level section boxes WILL inherit editing rights to all of its sub-pages and sub-sections. This new functionality will simplify managing user permissions going forward. No longer will you have to edit someone’s account to grant them access to newly created pages in sections they already have rights to.
Recommended Actions
Review your users and determine if any who currently have the top-level box of a section should NOT inherit rights to everything underneath it. If you find any, simply uncheck the top-level box and save your changes.

If this was your intention all along, or if it is ok for the user to gain editing access to those extra pages, then NO ACTION IS REQUIRED.
On the other hand, if you do NOT want this user to gain editing access to those extra pages, edit their account by 5pm Eastern on Sunday, February 15 and simply UNCHECK the top-level box (in this example, “Special Programs.” That way, when the user is migrated, they will retain permission to only edit the single page (“Gifted & Talented” in this example).
